The "Support for Those Unable to Pay Housing Rent" program, affiliated with the Ministry of Housing, announced support for approximately 5,850 citizens whose rental contracts were authenticated through the Electronic Rental Services Network. The support was provided by automatically settling outstanding financial dues through integrated electronic services between the Ministry of Housing and the Enforcement System at the Ministry of Justice, for those against whom enforcement judgments were issued by enforcement judges.
The program extended its gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness the Crown Prince—may God preserve them—for the continuous support extended to the housing sector by the wise leadership to ensure dignified living for all citizens. This initiative covers rent payments for families unable to pay due to the death, illness, disability, or imprisonment of their breadwinners, or due to weak financial resources, for those whose inability to pay has been proven and who are subject to enforcement judgments.
The program clarified that assistance is provided automatically to those in default, with cases transferred to the program from the Enforcement Court after an enforcement judgment is issued. The cases are then presented to a specialized committee to determine the appropriate form of support, which is to be provided within a period not exceeding 30 days from the referral by the enforcement judiciary.
The program further emphasized its focus on supporting citizens who have enforcement rulings issued against them for non-payment of rent and who are registered in the Ejar electronic network. This support also considers exceptional cases of citizens who have defaulted on rent payments.
It is worth noting that this program is based on Cabinet Decision No. 405, which supports citizens unable to meet housing obligations due to circumstances beyond their control, within four specified categories: families of the deceased, families of prisoners, the ill, and those with weak financial capacity. To be eligible, the residential rental contract must be authenticated in the Ejar network as an executive bond, and an enforcement decision must be issued by the judge and referred through technical integration between the two ministries for review and approval by the support committee.
"Ejar" is one of the initiatives launched by the Ministry of Housing in cooperation with various government entities, aimed at organizing the real estate sector and providing an integrated service system to facilitate the rental process for tenants, landlords, and real estate brokers. This initiative helps reduce disputes and accelerates their resolution by standardizing rental contracts and activating them as executive bonds across the Kingdom.
