Riyadh, 26 Rabi Al-Awwal 1438 AH, corresponding to 25 December 2016 – SPA

A working team from the Ministry of Housing and the Saudi Post Corporation approved mechanisms for activating national address registration within the "Ejar" network. This decision was made in the presence of Deputy President for Investment at Saudi Post, Engineer Mohammed Al-Abdaljabbar, and Advisor to the Minister of Housing and General Supervisor of Rental Sector Regulation, Engineer Mohammed Al-Bati.

An agreement was reached to consider having a correct national address for the real estate establishment as a basic requirement for completing real estate broker registration in the "Ejar" network. This comes in implementation of Council of Ministers Decision No. (405), dated 22/09/1438 AH, which mandates licensed real estate brokers to register all residential and commercial unit rental contracts electronically through the network. Violators will be subject to the penalties stipulated in the Real Estate Office Regulation. Moving forward, the network will require brokers to register all rental contracts, including data of the property’s occupant, and update this data when tenants move out or new tenants move in.

Under this agreement, the Saudi Post Corporation will undertake addressing all real estate brokerage establishments and real estate units whose data will be entered into the "Ejar" network, and will build an information database for network members. This aims to facilitate the activation of national addresses for individuals, government institutions, and the business sector, while providing all necessary services and data required for both parties to operate effectively.

The joint cooperation between Saudi Post and the Ministry of Housing comes to implement Council of Ministers Decision No. (252), dated 24/4/1434 AH, which approved arrangements for activating the articles specific to “residence or work addresses” contained in the civil affairs, commercial register, and residence systems. Under this decision, the residence address prepared by Saudi Post Corporation is to be recognized as an approved address with full regulatory implications, while directing government entities to link the provision of their services with address registration.  This cooperation will result in increased service exchange between both parties and will support the development achieved by Saudi Post Corporation, as well as the infrastructure established through programs and technical applications that facilitate national address registration, enabling the opportunity to benefit from all currently available electronic services and those to be made available in the future.
