The Ministry of Housing held a workshop yesterday for Heads of Execution Courts at the Ministry of Justice about the "Ejar" program, with the presence of General Supervisor of Rental Sector Regulation Engineer Mohammed bin Saleh Al-Bati and His Excellency Undersecretary of the Ministry of Justice for Execution Dr. Hamad bin Abdullah Al-Khudairi, in Khobar city.
Engineer Al-Bati welcomed the workshop participants from execution judges, thanking them for their commitment and interest in attending and sharing their views about the program, particularly as the execution judiciary is considered an important partner in the program’s implementation, requiring strengthened cooperation between both parties to ensure the provision of services that meet the needs of all parties involved in the rental sector.
He explained that the Ministry of Housing works alongside various ministries and government entities to achieve national goals aligned with the National Transformation Program 2020 and Saudi Vision 2030 to bring further growth and development to the nation and its citizens. He noted that the "Ejar" program is one of the initiatives launched by the Ministry of Housing as part of its efforts to organize and facilitate a balanced and sustainable housing environment, while improving the performance of the real estate sector and raising its contribution to the GDP.
He confirmed that the program provides essential protection for lessors, tenants, and licensed real estate brokers. He added that the unified contract, drafted in collaboration between the Ministry of Housing and the Ministry of Justice, will come into effect during the first quarter of 2017 and will serve as an executive instrument, highlighting the critical role of the execution judiciary in ensuring its effective implementation.
During the workshop, Engineer Al-Bati presented a comprehensive overview of the program, its regulations, and implementation mechanism, emphasizing that it is an advanced electronic network designed to provide integrated solutions for organizing the rental sector. He explained that the program places all parties involved in the rental process within one virtual platform, safeguarding their rights, ensuring maximum benefit and utilization of rented residential units, and enforcing adherence to all contract terms. He added that this will encourage investment in rental housing construction and real estate marketing to achieve greater balance between supply and demand in residential units. He further confirmed that the first stage of the program involves registering and qualifying real estate brokers to join the electronic network, while the second stage focuses on electronically registering rental contracts through the network.
Following this, His Excellency Dr. Hamad bin Abdullah Al-Khudairi, Undersecretary of the Ministry of Justice for Execution, expressed his gratitude to the workshop organizers, underscoring the importance of exchanging opinions and insights between stakeholders from the Ministry of Housing and the Ministry of Justice. He also highlighted the strong partnership between both parties in various initiatives, including the "Ejar" program.
Engineer Mohammed Al-Bati then addressed the judges' questions and inquiries during the workshop, explaining the program and its benefits, emphasizing the significant impact of the unified contract on the housing sector, and the essential role of the execution judiciary in its effective enforcement.
