A large number of citizens and residents, including interested parties and specialists, interacted with the survey launched by the Ministry of Housing on the 26th of Shawwal and recently closed, regarding the unified residential rental contract. Several participants also shared suggestions and positive observations about its terms and implementation mechanism.

Supervisor of the "Ejar" program, Engineer Mohammed bin Saleh Al-Bati, expressed his gratitude to all who interacted with the survey and shared their opinions, confirming that the Ministry will seriously review and utilize this feedback to finalize the unified residential rental contract in a way that ensures the rights and services of tenants, lessors, and real estate brokers. He emphasized that this would help organize this highly significant sector.

Al-Bati stated that the participation, which included many insights about the unified contract, reflects the high level of awareness among citizens and residents and their dedication to partnering with the Ministry to build a fair, clear, and transparent rental sector. He noted that a specialized team has been formed, in coordination with the Ministry of Justice, and is currently working on studying the suggestions and comments submitted, analyzing them through a systematic scientific process to ensure the achievement of all program goals. The finalized unified contract will then be launched and will be binding on all licensed real estate brokers as well as tenants and lessors simultaneously.

He stressed that the program was designed solely to protect the rights of tenants and lessors equally, adding:  "Through launching this survey, the Ministry aims to gather feedback from the program’s beneficiaries, which will help organize and facilitate the residential rental market. This will be achieved by introducing and enhancing programs and mechanisms that stimulate both the private and public sectors while safeguarding the rights of tenants, lessors, and real estate brokers. The 'Ejar' program, in all its mechanisms and objectives, aligns with the Ministry's strategic goal of improving real estate sector performance and raising its contribution to the GDP, in line with the National Transformation Program 2020 and Saudi Vision 2030."

It is worth noting that the "Ejar" program is an advanced electronic network offering integrated solutions for both residential and commercial rental sectors. The platform regulates relationships between all parties involved in the rental process (tenant, lessor, and real estate broker) by documenting contracts and ensuring the protection of their rights.

The program’s primary goal is to regulate relationships by adopting a unified rental contract considered as an executive instrument. The Ministry of Housing is also working on establishing a regulatory system for the residential and commercial rental sectors, along with policies and oversight procedures for accrediting real estate brokerage offices after providing them with necessary training and qualifications. Additionally, the program addresses cases of rent payment difficulties or property evacuation caused by imprisonment, illness, death, or financial hardship. These measures are expected to reduce the number of rental-related cases handled by the Ministry of Justice by introducing a comprehensive legal framework governing relationships among all parties. This approach will also support the national economy by organizing the rental market and enhancing rental sector performance, thereby increasing its contribution to the GDP.
