The Council of Ministers has resolved, regarding the rules for enhancing confidence in the residential rental market, as follows:

First: A lease contract that is not registered in the electronic network shall not be deemed a valid contract producing administrative and judicial effects. The Ministries of Justice and Housing shall establish the conditions and requirements that shall be met for a lease contract to be considered registered in the electronic network, as well as the cases in which registration applies, including cases where one party to the contract refuses to register it.

Second: Government agencies that require the presentation of a lease contract to provide a service shall use the Ejar network to verify the contract.

Third: The Ministry of Human Resources and Social Development shall require a lease contract registered in the Ejar network for the issuance or renewal of work permits for non-Saudis. The Ministry shall coordinate with the Ministry of Housing to agree on the necessary mechanism and to determine the professions related to this requirement.
