The Ministry of Housing and the Ministry of Justice launched on Monday in Riyadh, in cooperation with several government entities, the "Ejar Electronic Network," through which a wide range of electronic services will be provided to all rental process parties. These services include contract documentation and electronic payment, with the mandatory requirement for all real estate brokers in all cities of the Kingdom to document the unified rental contract in the Electronic Network for Rental Services, which is recognized as an executive instrument.

His Excellency Minister of Housing, Majed bin Abdullah Al-Huqail, affirmed during the launch conference that the "Ejar Electronic Network" is one of the initiatives launched by the Ministry of Housing to organize the real estate sector, including the rental sector. He confirmed that the Ministry has developed numerous plans over the past years to fully regulate the sector, and that the launch of the Ejar network represents one of the outcomes of these plans. The initiative aims to provide an integrated system of services that regulates and facilitates the rental process for tenants, lessors, and real estate brokers. It also aims to reduce disputes and accelerate their resolution by unifying the rental contract, activating it as an executive instrument, and launching the Ejar electronic network to document and register contracts, title deeds, and real estate units, automate payments, and provide other services. These steps collectively contribute to creating balance between supply and demand, leading to fair pricing in the rental sector. The program also addresses the effects of these regulations by supporting tenants facing payment difficulties through organized mechanisms under the Ejar Support Program. At a broader level, "Ejar" contributes to increasing GDP, strengthening social support, and enhancing national security.

Al-Huqail added:  "All rental process parties in cities of the Kingdom can benefit from the electronic services provided by the 'Ejar Electronic Network,' such as the unified rental contract documentation service on the Ejar electronic platform, by visiting the nearest accredited real estate broker. Additionally, users can search for accredited brokers through the 'Real Estate Brokers' application or the Ejar website."

The Minister of Justice Dr. Walid bin Mohammed Al-Samaani explained that the "unified rental contract" will positively impact the judicial sector by significantly reducing the volume of rental disputes presented to the courts. He emphasized that the contract is considered an executive instrument, enabling right holders to proceed directly to the Execution Court via streamlined electronic procedures, starting from filing the request until the right is restored, in line with the Council of Ministers Decision No. (292), dated 16/5/1438 AH. This process eliminates the need to file a substantive lawsuit in the competent court, thus saving resources and ensuring faster restoration of rights. Dr. Al-Samaani also confirmed that the Ministry of Justice, represented by the Execution Judiciary, has completed all necessary preparations to receive such requests. 

He emphasized that the "unified rental contract" is designed to regulate and define the relationships and responsibilities among all rental process parties. The Ministry of Justice, in cooperation with the Ministry of Housing, participated in the design of the Ejar network by developing a standardized contract format containing essential information to preserve all parties’ rights. This step is expected to positively contribute to improving the housing sector and increasing the rental sector’s share in GDP.

The Minister of Justice stressed that all government entities work together in a coordinated manner to serve the public interest and enhance government performance in line with Vision 2030. He noted that the Ministry of Justice, in addition to its goal of improving service quality and operational efficiency, is moving forward with initiatives to extend the executive instrument status to contracts, records, and minutes. This approach enhances the authenticity of obligations, contracts, and commercial instruments, granting them immediate enforceability in the judicial system. Such measures will strengthen economic efficiency, improve the business and commercial environment,  reduce litigation timelines, and focus court resources on cases involving genuine disputes.

Meanwhile, CEO of the National Housing Company, Engineer Mohammed bin Saleh Al-Bati, confirmed that the Ejar network delivers significant benefits, including preserving rights, reducing rental-related disputes in courts, boosting GDP, and stimulating investment in the real estate sector by organizing rental service investment. He highlighted that the platform will also generate additional job opportunities—both direct and indirect—by training and qualifying workers in the rental sector. Furthermore, Ejar will help enhance national security by documenting the identities of rental process parties, residential units, and financial transactions.

He further noted that the services offered by Ejar include the launch of the unified rental contract, the creation of the Electronic Network for Rental Services, and the activation of the executive instrument in collaboration with the Ministry of Justice. A linkage agreement was also signed through the Ejar electronic network with the Ministry of Interior to integrate the "Absher" platform and with the Saudi Post to utilize the national address system. Additional developments include the establishment of customer service and a unified call center, and the launch of the "Real Estate Brokers" application to locate accredited brokers. Al-Bati added: "During the past period, the program has delivered numerous workshops, awareness meetings, conferences, and free training sessions to register real estate brokers. Program teams have also conducted field visits across the Kingdom. The platform now provides continuous online training, in addition to the launch of a supervision and oversight program, training for field inspectors, and an electronic reporting feature through the 'Real Estate Brokers' application or the Ejar website."
