First: The Ministry of Housing shall establish an electronic rental services network to facilitate rental transaction procedures and their documentation, enhance confidence among parties, and register mutual obligations between lessors, tenants, and licensed real estate brokers in the residential rental sector.

Second: Network members shall consist of licensed real estate brokers qualified to join the network. The Ministry of Housing shall set the necessary controls for this purpose and coordinate with the Ministry of Commerce and Industry for proper implementation.

Third: Network members may provide brokerage services for residential lease contracts through the network, verify customer identities, conduct credit inquiries on customers, and register lease contracts electronically, in accordance with the requirements set by the Ministry of Housing in coordination with relevant authorities.

Fourth: The National Information Center shall enable network members to verify the identities of lessors and tenants. The Ministry of Housing shall establish a register for customers whose contracts are executed through the network, and shall determine, in coordination with the Ministry of Interior (National Information Center), the data to be included in this register and the method of utilizing it.

Fifth: The Ministry of Housing shall coordinate with the Saudi Arabian Monetary Agency to establish the necessary arrangements to provide electronic payment services for lease contracts executed through the network, and to make payment information available. The Ministry of Housing shall ensure that the network is supplied with payment records to maintain an electronic record that allows network members to provide rental behavior reports on tenants and lessors.

Sixth: Lease contracts executed through the network and signed by a network member, whether in writing or electronically, shall have the same legal effect as authenticated contracts in terms of proof and enforcement.  The Minister of Housing shall coordinate with the Minister of Justice regarding the necessary mechanisms for implementation, and the Ministry of Housing shall coordinate with the Communications and Information Technology Commission regarding the provision of electronic signature services.

Seventh: The Ministry of Housing shall submit reports on any obstacles encountered in implementing these arrangements and provide appropriate recommendations in this regard.
